| THE FA
SCHOOL – CLUB LINK PROGRAMME is football’s commitment
to the delivery of one strand of the Physical Education and
School Sport Club Links (PESSCL) strategy document, which sets
out to ensure that all children, whatever their circumstances
or abilities, should be able to participate in and enjoy
physical education and sport. |

| Over
the next three years, from April 2003, the Government is
investing £459 million to transform PE and school sport, and
this funding is on top of £686 million being invested to
improve school sport facilities across
England
. Together, this means that over £1 billion is being made
available for PE and school sport, and all schools in
England
will benefit in some way. |

| The
strategy sets out eight clear strands as to how jointly
the DfES and DCMS are to enhance sporting opportunities for
5-16 year olds and increase the percentage of school children
who spend two hours each week on high quality PE and school
within and beyond the curriculum to 75% by 2006. |

The
Football Association is engaged in the programme in
order to maximise the investment of this funding to
ensure that young children have the opportunity to move
from structured school football, within and beyond the
curriculum, to a safe, fun and progressive football club
in the community. |

Implications |

| The
Football Association define a school to club link as “a
process to assist a young person to move from participating in
PE and Sport in school to moving into an FA Charter Standard
Club” |

| Through
the School-Club Link programme, West Riding County FA
aims to: |

Increase
the number of young people, aged 5-16 years old, playing
on a regular basis in an FA Charter Standard, Community
or Ability Counts programme |
|
* |
Increase
the number of FA Charter Standard and Community clubs |
|
* |
Increase
the number of Charter Standard Schools |
|
* |
Develop
sustainable partnerships between FA Charter Standard
schools and FA Charter Standard clubs |
|

Phase
1 |

| |
|
| West
Riding County FA have entered into unique partnership with
Sport Camps and Bradford City Council to part fund a Community
Coach Project. The main role of the Community Coach is to: |
| |
Work
with clubs to identify gaps in provision and areas that
they are looking to develop |
|
Work
in partnership with clubs to co-ordinate a programme of
sessions within local schools targeting the age and
gender that the clubs have identified |
|
Deliver
the sessions in partnership with the clubs to support
the transition from schools to clubs |
|
Act
as a point of enquiry and a liaison officer between
clubs, schools, parents and young people |
|
Help
advertise the clubs work in the community by producing
leaflets, posters, etc, to display within schools |
|
Support
clubs and schools with Charter Standard applications |
|
|
| The
Community coach operates in the Keighley area and
originally will be targeting the following clubs. |
|
|
However
if you are a club in the Keighley area and you are
interested in being part of the project please contact the
County FA for more details. The community Coach Project will
be running initially until May 2005. |

| Clubs
across the County have been targeted to try and support the
transition from schools to local clubs. Strong partnerships
have been created between the County FA, Specialist Sports
Colleges, Clubs and Schools in order to deliver the programme.
Clubs are benefiting by: |

a growing number of children to their club |

and support the development of new teams |

creating
more awareness of their club |
|
* |
supporting
children in making the step from school to club football |
|
* |
receiving
equipment: 10 footballs, 10 bibs, 50 cones, 1 pump, 1
bag, 1 set of coaching resource cards, festival packs
and funding for Level 1 courses |

The
following plan is currently being delivered within the county,
but there is still an opportunity for your club to be involved
in Phase 3. Clubs that join the programme have to
complete an implementation pack during the lifetime of the
project and return this to West Riding County FA |

|
| The
third phase of the plan will start to be delivered from
April 2005. Now is an ideal time for your club to create
sustainable links with local schools and receive support from
both the County FA and your local Specialist Sports College.
