Disciplinary Procedure

       
Whenever a Referee cautions or dismisses from the Field of Play a player, he shall prepare in duplicate and within 2 days of the match (Sunday not included) send by first class mail addressed to the Secretary of the appropriate Association or such person as is nominated by such Association, a report of the incident or incidents in which the player was involved. All such reports shall be made on the standard Misconduct Report Form as approved by the Council and as may be amended from time to time. The Associations shall ensure that Referees are issued with the forms. This procedure shall apply to Assistant Referees when such reports are required.
 
If more than one player is cautioned or dismissed from the Field of Play following separate incidents during a match, separate reports concerning each incident must be sent.
Referees and Assistant Referees (if qualified Referees) must attend Personal Hearings when required so to do. If a Referee or Assistant Referee fails to attend he shall be reported to the appropriate authority. Match Official appointments at Contributory League Level or above, already received, take precedence over requests to attend Personal Hearings. However, any Referee having accepted a request to attend a Personal Hearing is then required to close the date with all appropriate Competitions.

Referees must submit reports only to the appropriate County Football Association or The Football Association concerning cautions, dismissals or other misconduct. Copies of such reports must not be submitted to Leagues or other bodies.
