      POWERS AND DUTIES OF THE REFEREES COMMITTEE    
            
    1-The authority over and control of Referees and refereeing in the West Riding County Football Association area shall be vested in the West Riding County Football Association.    
    2-The Referees Committee of the West Riding County Football Association shall be the body elected by the West Riding County Football Association to exercise this authority and control.   It may delegate to qualified persons the duty of  examining the qualifications of applicants, which shall include tests of eye-sight and colour.    
    It may delegate the appointments of Referees to matches to properly constituted Appointments Boards, provided that all Associations or combinations of Clubs under the jurisdiction of the West Riding County Football Association appoint only to their own matches, and make the appointments from Referees registered with a County Association.    
    3-The Committee shall receive the registration of all Referees resident within the area of the West Riding County Football Association, and of such other Referees as may desire to register with the West Riding County Football Association.    
    Referees residing in the area must register with this County Association. Subject to this proviso they may also register with any other County Association on payment of the subscription fixed by that body.    
    4-The Committee shall divide its Referees into the following Classes:-    
    International Referees who are on the FIFA List of Referees    
    Level 1 Referees selected by The Football Association to serve on the National List of Referees    
    Level 2 Referees selected by The Football Association to serve on the Panel List

   
    Level 3 Referees, other than those on the Panel List, selected to officiate on a Contributory League    
    Level 4 Referees selected to officiate on a Supply League    
    Level 5 Senior County Referees (where a referee has achieved a Level higher than Level 5 and is then not retained or exceeds the age requirements, the referee is classified as a Level 5 referee.     
    Level 6 County Referees    
    Level 7 Junior Referees not in Level 8 or below    
    Level 8 Youth Referees    
    Level 9 Trainee Referees    
    Level 10 Referees declared as non-active    
         
    Referees under 16 years of age are only eligible to officiate as Referees or Linesmen in Competitions involving players of 16 years of age or less.    
    All Referees applying for registration shall produce their Birth Certificate to the examiner who shall enter the date of birth on the Registration Card at time of examination.    
    5-The Committee require that a Referee shall have been registered for a year in their Level before their promotion to the next Level is considered. For these promotions the candidates' practical ability is to be reviewed by the District Association.    
    6-The Committee shall receive and review all applications for promotion periodically. Only properly registered Referees shall be considered. The Committee shall have power to subject Referees to eye-sight or colour tests at any time in connection with these promotions.    
    Every candidate for any examination must be recommended as "suitable for duty" (Serious deafness or physical defect must be held as unsuitability).    
    7-In the case of promotions from Level 7 to Level 6 and Level 6 to Level 5 , the District Association will arrange for a Referee to be assessed on three separate occasions, the FA. Assessment Form to be used by the District Assessors. The form of application along with the three Assessment Forms to be sent by the District Association to the County Office in the same season as the application is made.    
    Having regard to the details contained in the various reports, the applications will be placed before the County Referees' Committee. If it is considered necessary, arrangements will be made for the applicant to be "watched" by County Assessors - not necessarily in the Candidates' own District.    
    All Referees to be notified of the results of the application and where a candidate to Level 5 has not been promoted, they shall be notified by the County Secretary of the points, whereby they may improve their chances of promotion. Should the Referee apply at a later date, the District Association may apply for "sight" of any previous papers.    
    8-The Committee shall receive an Annual Subscription of £10.00 from Referees. Referees must re- register with the Association each year (see instructions respecting this on page 97) not later than June lst after which a further fee of £5.00 will be required. The official receipt or the Certificate of Registration for the current year shall be evidence of eligibility for appointments.    
    9-The Committee shall deal with such matters as are laid down in the Regulations for the Control of Referees contained in the Handbook of Rules of the Football Association.    
    It shall compile annually a list of all Registered Referees within the area, and send a copy thereof to the Football Association.    
    It shall re-examine Registered Referees when deemed necessary, and may remove the names of Referees from its Registers.    
    It shall have power to hear complaints against Referees for improper conduct, and report the investigations to the Football Association.    
    It shall have power to receive reports from Competitions, etc., appointing Referees, and may confirm,
modify or rescind action taken against Referees by such Competitions.
   
    10-The County Referees Committee shall retain first claim upon the services of all Referees on the County list.    
    11-The Committee shall have power to fix fees for those Competitions or Matches for which there is no stated fee.    
    12-The Committee may appoint from its members Sub-committees, who shall at their discretion, attend matches and report upon the manner in which such matches were controlled by the Referee, and also upon the manner in which the games were conducted generally.    
    13-The Committee shall have power to remove from its list any Referee proved to have been concerned as an agent in the transfer or engagement of a player.    
    14-The Committee may receive complaints or reports of incompetency against a Referee or Assistant Referee. In all cases these must be made direct to the Association Secretary. The Committee shall decide whether such complaint or report shall be investigated or not. The power to remove any Referee from the official list for misconduct or inefficiency shall only be exercised by the Committee.    
    l5-The Minutes of the Committee shall be presented to the Council for confirmation.    
    16-The Committee shall, where possible, assist Organisations in the preparation and education of intending or Junior Referees.    
    17-All questions not provided for in these Rules or in the Regulations issued by the Council, shall be referred to the Referees Committee for a ruling.    
    18-Below are details of suggested form for the marking of Referees under the new 1-10 marking system.

    MEMORANDUM FOR GUIDANCE OF REFEREES    
            
    Referees are required to re-register with the Association every year and should do so before 1 st June. Those who do not register until after 1st June, will be required to pay a further fee of £5.00, All Referees shall receive a copy of the Official Handbook for which no charge will be made.    
    To register, Referees must submit their application, together with the fee for the Level they are in at the time of application along with their certificate, to the Secretary, West Riding County FA., Fleet Lane, Woodlesford, Leeds LS26 8NX. The Annual Subscription shall be:    
   

Referees £10.00

   
    All Referees belonging to this Association, who wish to have their names published in the Football Association List for the ensuing season, must send their subscription on or before 1st June in each year.    
    A Referee registered with this Association shall not take part in matches played on Sunday between Clubs outside the jurisdiction of this Association.    
    Referees shall not officiate in matches where either Club is not affiliated, or in unregistered Competitions.    
    Referees will be classified as follows:-    
    International Referees who are on the FIFA List of Referees    
    Level 1 Referees selected by The Football Association to serve on the National List of Referees

   
    Level 2 Referees selected by The Football Association to serve on the Panel List    
    Level 3 Referees, other than those on the Panel List, selected to officiate on a Contributory League    
    Level 4 Referees selected to officiate on a Supply League

    Referees who are able to officiate in mid-week football should notify same, naming special days when at liberty.    
    Referees are required to attend Committees appointed to investigate allegations or misconduct contained in their reports.    
    Christmas Day, or the nearest match date thereto, has been set apart for "Referees' Day" for the Benevolent Fund. Referees are respectfully asked to send their match fee or part thereof, or a donation to the fund on that day.

      MISCELLANEOUS  
         
  The order of precedence of appointments shall be as follows:-

 
  (i) The FA. Challenge Cup Competition;  
  (ii) FA. Premier League Matches;  
  (iii) Football League Matches;  
    (iv) The FA. Challenge Trophy Competition;    
    (v) The FA. Challenge Vase Competition;    
    (vi) County Cup Competitions;*    
    (vii) Panel Leagues;    
    (viii) The FA. Youth and FA. County Youth Challenge Cup Competitions;    
    (ix) Contributory Leagues (recognised divisions only);    
    (x) Supply Leagues (recognised divisions only);    
    (xi) All other Competitions of the Football Association;    
    *County Football Association appointments only take precedence over Panel League, The FA. Youth and FA. County Youth Challenge Cup Competitions, Contributory League and Supply League appointments if the appointments are in the County Football Association's nominated Senior Competition or in the semi-final and/or final of any County FA. Competition whether the appointment be as a Referee or an Assistant Referee (formerly known as Linesman).

      DISCIPLINARY PROCEDURE  
         
  Whenever a Referee cautions or dismisses from the Field of Play a player, he shall prepare in duplicate and within 2 days of the match (Sunday not included) send by first class mail addressed to the Secretary of the appropriate Association or such person as is nominated by such Association, a report of the incident or incidents in which the player was involved. All such reports shall be made on the standard Misconduct Report Form as approved by the Council and as may be amended from time to time. The Associations shall ensure that Referees are issued with the forms. This procedure shall apply to Assistant Referees when such reports are required.  
  If more than one player is cautioned or dismissed from the Field of Play following separate incidents during a match, separate reports concerning each incident must be sent.  
  Referees and Assistant Referees (if qualified Referees) must attend Personal Hearings when required so to do. If a Referee or Assistant Referee fails to attend he shall be reported to the appropriate authority. Match Official appointments at Contributory League Level or above, already received, take precedence over requests to attend Personal Hearings. However, any Referee having accepted a request to attend a Personal Hearing is then required to close the date with all appropriate Competitions.  
  Referees must submit reports only to the appropriate County Football Association or The Football Association concerning cautions, dismissals or other misconduct. Copies of such reports must not be submitted to Leagues or other bodies.

      APPEALS BY REFEREES  (Regulation 4)  
         
  Where a League or Competition imposes a penalty, punishment or disciplinary action upon a Referee (including removal from their list of Officials at a time other than in the course of their normal annual review) he may appeal against that decision or action.  
  The appeal shall be dealt with by an appeals board appointed by the West Riding County Football Association and shall be lodged with the Secretary of that Association within 14 days of the decision and shall be accompanied by a fee of £35, may be returned or forfeited in whole or in part at the discretion of the Board of Appeal, who shall decide by whom the costs of the appeal shall be borne.  
    The decision of the Board of Appeal shall be final and binding on all concerned.

  GENERAL INSTRUCTION TO REFEREES  
         
  Referees are requested to confirm the dates of matches to which they are appointed, also to confirm correspondence relating to matches.  
  Referees unable to officiate in matches to which they have been appointed should at once advise the officials concerned.  
    Referees are instructed to make themselves acquainted with the rules governing the League or Competition in which they officiate.    
    When misconduct occurs in a match, Referees must report same to the Secretary of the County Association with which the Club is affiliated on the Official Form issued by the County Office. This should be done within two days.    
    All Cautions must be reported on the Official Form issued by the County Office as above. When writing report state clearly name of player and Club, Competition in which match was played, and on which Club's ground. State distinctly the facts of the misconduct.    
    When a player has been sent off during a game, he cannot take part in any extra time that may have been ordered.    
    In cases involving an assault on a Referee, the player or other person should be reported on a "Sending Off" form in duplicate and this should be done within two days of the occurrence. A special form will then be sent from the County Office which should be completed and returned within 14 days.    
    Referees who change their address must notify the County Secretary of such change immediately. All Referees are advised to join their local Society of Referees. These Societies offer valuable service to all Referees and in particular to those who are newly qualified.
